 سورية ومقتضيات المرحلة القادمة

لم تكن النهايات الأولى لهذا العام كسابقتها من الأعوام المنصرمة. فلم يشأ العام الحالي أن يغادرنا دون أن يترك بصمة مميزة له، فها هو يلملم أوراقه ليرحل وقد اُسدل الستار عن حقبة سياسية مرت بها سورية على مدى عقود من الزمن لتصبح من صفحات الزمن الماضي الغابر. وهذه سورية تضع أقدامها على عتبات بوابة مستقبل جديد نتطلع إليه معلقين الآمال في بناء حضارة واعدة، نستلهمها من حضارات أجدادنا مستنيرين بالتطور العلمي والحضاري الذي يشهده العالم. وهذا يتطلب منا أن نكون على قلب رجل واحد وعلى كلمة واحدة تجمعنا لنتجاوز العثرات والصعاب التي تقف في طريق بناء سورية الحديثة، آخذين من العهود السابقة العبرة والدروس لتعود سورية كما كانت بلد الشمس التي لا تغيب مهوى الأفْئِدة ومنارة للعلم والعقول.

ولذلك ينبغي علينا إجراء مراجعة فورية شاملة لكل الأحداث والقضايا الفكرية والثقافية والعلمية والعملية والمنهجية التي مرت بتجرد عن كل الرواسب والانتماءات الفكرية السابقة، بشكل علمي منفتح، حتى نستطيع الوصول إلى الحوار المتبادل الهادف والواعي للظروف والأحداث ومجريات الأمور، المعتمد على الفكر العلمي الحضاري المتنور. قد تتفق هذه الحوارات مع الأفكار التي يحملها البعض أو تتناقض معها، ولكنها يجب أن تكون غايتها الوصول إلى الحقيقة المطلقة بشكل ودي وعقلاني وعلمي، بعيدًا عن أي مؤثرات خاصة أو خارجية. فليس كل اختلاف يعني خلافًا، وليس من الضروري أن يؤدي ذلك إلى تمسك كل فرد بمعتقداته وأفكاره لتكون هي القاعدة المطلقة. فاحتمالات الصواب والخطأ واردة نسبيا، وكلما كان الإنسان واعيًا ومدركًا للأمور كان حواره أكثر تفهمًا وبناءً وإيجابية ومنتجًا. ونستطيع وضع أسس ونظريات هادفة لبناء مجتمع راقٍ حضاريًا وإعادة الوطن على قواعد صلبة وبناء الأجيال المستقبلية القادرة على تحمل المسؤولية.

من الطبيعي أن يساور البعض القلق والشك والخوف من المستقبل القريب أو البعيد، فظاهرة الخوف محليًا من المستقبل لدى الكثير من الأطياف الجماهيرية منتشرة وبشكل حاد على مستويات مختلفة. والتفكير بما يخبئه المستقبل من ويلات ومجاعات أصبح هاجسهم اليومي. فالأحداث السياسية والعسكرية المتلاحقة داخليًا وعالميا كان لها تأثيرها السلبي المباشر في التردي الاقتصادي المتسارع وانحسار دائرة العمل والوظائف وتردي القيمة الشرائية للعملة المحلية والارتفاع الجنوني العشوائي المتصاعد للأسعار الذي تخطى كل التوقعات والاحتمالات، الذي أدى بدوره إلى انتشار ظاهرة البطالة وتفشي الفقر المدقع لدى معظم فئات الشعب الذي تخطى مئات الخطوط الحمراء. ومما زاد التردي الاقتصادي المتسارع التشتت الاجتماعي، هجرة رؤوس الأموال والعقول والخبرات الفنية بكافة الاختصاصات بحثًا عن الأمان والحصول على العمل الذي يضمن مستقبلهم، كل ذلك أدى إلى الانهيار الاجتماعي والوظيفي وظهور المستنقعات الفاسدة وبؤر الجريمة والانحلال الأخلاقي وعودة قانون الغاب في التعامل بين الأشخاص العاديين والاعتباريين من المتسلقين وأصحاب السلطة والنفوذ ووضع قانون العدالة على الرف أو بجانب الأقوى.

وعلى ضوء كل ما ذكر ولكي نتجاوز كل ذلك علينا أولا العودة إلى قواعدنا الروحانية والأخلاقية المتجلية بحسن الاعتقاد والظن بالله وعودتنا أليه طواعية، ورص الصفوف بالتلاحم الوطني والاجتماعي على كلمة واحدة واضعين نصب أعيننا أن الوطن أولا وأخيرا وأن لا عودة إلى سابق عهدنا حضاريا واقتصاديا إلا باجتماعنا على كلمة واحدة وقلب رجل واحد، ثم العمل على وضع الإصلاح الاقتصادي نصب أعيننا وبسط يد الدولة فعليا على كافة الثروات الوطنية بكافة السبل والطرق والمباشرة بأعداد الدراسات والخطط والبرامج الاقتصادية المجدية والناجعة علميا وعمليا بدعوة رؤوس الأموال المهاجرة والعقول والخبرات الفنية بالعودة إلى أرض الوطن والاعتماد على ذوي الاختصاص والخبرة الأكفاء ووضع الرجل المناسب في المكان المناسب منطلقين من أرض الواقع وتحديد المنطلق إلى المستقبل المنشود الذي يدفع بعجلة الاقتصاد إلى الأمام متوخين الحذر من الوقوع في المحظور أو المنزلقات والمنحدرات التي تقودنا إلى الأسوأ معتمدين على المعطيات والإمكانات المتوفرة بين أيدينا مع وضع هذه الخطط والدراسات موضع التنفيذ الفعلي الفوري على أرض الواقع متخطين كافة العقبات التي تعترضها على أن يتم تنفيذها بالاعتماد على الخبرات الخلاقة ذوات الأيد الأمينة الغيورة على المصلحة العامة التي لا تعرف الملل والفشل، ومنح الفئات المسحوقة معيشيا الدعم المادي لسد ولو بعض الرمق لتسير وتيرة عجلة السوق المحلية وتنشيطها بشكل أفضل ضمانا لاستمرار عملية الإصلاح الاقتصادي والاجتماعي ونكون بذلك فتحنا أسواقا للعمل والبناء وقمعنا ظاهرة البطالة وبدأنا بتحسين الأوضاع المعاشية والاقتصادية لمعظم فئات الشعب، بالطبع هذا لن يتم دون أن نعيد وبشكل جدي وفعال دوائر القضاء إلى سابق عهدها مستقلة نزيهة لتأخذ دورها في تنفيذ القانون وإحقاق الحق ودرء الظلم والمفاسد باختيار القضاة ذوي الضمير الحي المشهود لهم بالنزاهة والأخلاق والعدل ونظافة اليد ودعمهم في تنفيذ أحكامهم العادلة، كي يتمكن القضاء من محاربة الفساد بكافة أشكاله ومظاهره أينما وجد، والقضاء على ذوي النفوس الضعيفة من تجار مستغلين وموظفين مرتشين ومتسلقين وإلغاء دور المحسوبيات وإعطاء كل ذي حق حقه لممارسة دوره في محاربة الفساد والقضاء عليه بكافة أشكاله ومظاهره دون رحمة وقطع يد كل من تسول له نفسه نهب خيرات وثروات الوطن، بذلك تعود المؤسسات إلى طريقها المستقيم بعودة الموظف الشريف لممارسة عمله بشكل تام مندفعا من ذاته، ويعود العامل إلى ممارسة عمله خلف آلته منتجا خلاقا، والحرفي إلى حرفته، والفلاح إلى أرضه يعطيها حقها بالعناية والزراعة والعمل على إعادة المساحات الزراعية إلى سابق عهدها والحد من تقسيمها إلى مساحات صغيرة ذات نفع خاص، فتعالوا لنبدأ من جديد لنعود إلى ما قد سلف قبل سنوات الضياع والانهيار.

Syria and the requirements of the next stage

The first endings of this year were not like the previous years. The current year did not want to leave us without leaving a distinctive mark, so here it is gathering its papers to depart and the curtain has been drawn on a political era that Syria went through over decades to become one of the pages of the bygone era. This is Syria placing its feet on the threshold of a new future that we look forward to, pinning hopes on building a promising civilization, inspired by the civilizations of our ancestors, enlightened by the scientific and civilizational development that the world is witnessing. This requires us to be of one heart and one word that unites us to overcome the obstacles and difficulties that stand in the way of building modern Syria, taking lessons and morals from previous eras so that Syria returns as it was, the country of the sun that never sets, the destination of hearts and a beacon of knowledge and minds. Therefore, we must conduct an immediate comprehensive review of all intellectual, cultural, scientific, practical and methodological events and issues that have passed, free of all previous intellectual sediments and affiliations, in an open scientific manner, so that we can reach a purposeful and conscious mutual dialogue of circumstances, events and the course of events, based on enlightened scientific and civilized thought. These dialogues may agree with or contradict the ideas held by some, but their goal must be to reach the absolute truth in a friendly, rational and scientific manner, far from any special or external influences. Not every difference means disagreement, and it is not necessary for this to lead each individual to adhere to his beliefs and ideas so that they become the absolute rule. The possibilities of right and wrong are relatively likely, and the more a person is aware and conscious of matters, the more understanding, constructive, positive and productive his dialogue will be. We can establish purposeful foundations and theories to build a civilized and advanced society, restore the homeland to solid foundations and build future generations capable of bearing responsibility. It is natural for some to be anxious, suspicious and fearful of the near or distant future. The phenomenon of fear of the future locally among many segments of the public is widespread and acute at different levels. Thinking about what the future holds in terms of calamities and famines has become their daily obsession. The successive political and military events internally and globally have had a direct negative impact on the accelerating economic deterioration, the decline in the circle of work and jobs, the deterioration of the purchasing value of the local currency and the insane, random, escalating rise in prices that exceeded all expectations and possibilities, which in turn led to the spread of the phenomenon of unemployment and the spread of extreme poverty among most segments of the people who crossed hundreds of red lines. What increased the accelerating economic deterioration was social dispersion, the migration of capital, minds and technical expertise in all specializations in search of security and obtaining work that would guarantee their future. All of this led to social and functional collapse, the emergence of corrupt swamps, hotbeds of crime and moral decadence, and the return of the law of the jungle in dealings between ordinary and legal persons from climbers and those with power and influence, and placing the law of justice on the shelf or next to the strongest. In light of all that has been mentioned, and in order to overcome all of this, we must first return to our spiritual and moral foundations, manifested in good faith and belief in God and our return to Him voluntarily, and close ranks with national and social cohesion on one word, keeping in mind that the homeland comes first and last, and that there is no return to our previous civilizational and economic era except by uniting on one word and one heart, then work to put economic reform in mind and extend the state’s hand effectively over all national wealth by all means and methods and begin preparing studies, plans and economic programs that are scientifically and practically effective and efficient by inviting immigrant capital, minds and technical expertise to return to the homeland and relying on competent specialists and experts and putting the right man in the right place, starting from the ground and determining the starting point for the desired future that drives the wheel of the economy forward, being careful not to fall into the forbidden or the slippery slopes and slopes that lead us to the worst, relying on the data and capabilities available to us while putting these plans and studies into immediate actual implementation on the ground, transcending All obstacles facing it must be implemented by relying on creative expertise with trustworthy hands that are jealous of the public interest and do not know boredom or failure, and granting the crushed classes financial support to fill even some of the breath to move the pace of the local market wheel and activate it in a better way to ensure the continuation of the economic and social reform process, and thus we have opened markets for work and construction and suppressed the phenomenon of unemployment and began to improve the living and economic conditions of most classes of the people. Of course, this will not happen without seriously and effectively returning the judicial departments to their former independent and honest state to play their role in implementing the law and establishing justice and warding off injustice and corruption by choosing judges with a living conscience who are known for their integrity, morals, justice and clean hands and supporting them in implementing their fair rulings, so that the judiciary can fight corruption in all its forms and manifestations wherever it is found, and eliminate the weak-minded from exploitative merchants and corrupt and climbing employees and abolish the role of favoritism and give everyone his right to exercise his role in fighting corruption and eliminating it in all its forms and manifestations without mercy and cutting off the hand of anyone who dares to The same looting of the nation's wealth and resources, thus institutions return to their straight path with the return of the honest employee to practice his work completely motivated by himself, and the worker returns to practice his work behind his machine as a creative producer, and the craftsman to his craft, and the farmer to his land giving it its right to care and cultivation and working to restore agricultural areas to their former state and limit their division into small areas of special benefit, so let us start again to return to what happened before the years of loss and collapse.
